Donors, students, and graduates are all eligible to submit grant proposals for making contributions to other organizations. Individuals or corporations who are not in any of those categories cannot propose grants, but can request that a particular organization be reviewed by a student or graduate. Donors may not propose grants to organizations where they or their relatives are directors or officers.

Grant proposals are reviewed by the board of directors at their regular meetings. Directors consider each grant individually and can reject or approve. If approved, the board may choose to lower or raise the amount based on their own research.
